Arkansas Man Arrested Again for Alleged Sexual Assault; Also Facing Lawsuit by Preschool: Authorities

A man who was previously involved in legal cases against a Greenwood preschool has been taken into custody and is now facing a charge of second-degree sexual assault.

Based on booking records, Jamie Speaks, 55, was taken into custody by the Sebastian County Sheriff’s Office on July 11. The arrest was made in connection with the alleged sexual assault of a minor on July 3. The bond amount set for his release is $100,000.

Speaks is listed as a level two sex offender on the Arkansas Crime Information Center’s Sex Offender Registry database.

Prior to this arrest, Speaks has been involved in two civil lawsuits against Miss Tina’s Preschool, Inc. One was submitted in December 2023, while the other lawsuit was filed in January 2024.

Every lawsuit alleges that the preschool was aware of a convicted child predator being present around children at the school, resulting in enduring sexual abuse. The lawsuits also allege that Speaks engaged in inappropriate physical contact with young children who were students at Miss Tina’s.

In a disturbing turn of events, Jamie has been accused of committing a heinous act against a 7-year-old child under his and his wife, Wanda Speaks’, care at their at-home daycare in Hackett back in 1993.

According to the documents, Wanda decided to close the daycare following the incident and subsequently joined Miss Tina’s in 1994.

The lawsuits claim that Tina Skaggs, the owner of the preschool, was aware of Jamie’s criminal background when she hired Wanda. It is alleged that she knowingly permitted him to frequently be present at the preschool, despite his status as a convicted child molester and sex offender.

In June 2012, Jamie admitted to committing sexual assault and engaging in sexual indecency with a child.

After Jamie’s criminal conviction, he was required to register as a sex offender. Nevertheless, the lawsuit claims that the school permitted Jamie to interact with the children at the daycare. In a disturbing turn of events, parents who had placed their trust in Miss Tina’s Preschool were left in the dark about their children being exposed to a predator, according to one of the lawsuits.

In January 2024, Greenwood Police Chief Brad Hobbs provided an update on the ongoing investigation. He mentioned that the department has interviewed with the plaintiff of the second lawsuit, who is referred to as Janet Doe. Chief Hobbs assured that the allegations will be thoroughly investigated as part of a separate criminal case.

“We have reached out to the Department of Health Services to obtain the rosters of previous classes in order to find potential witnesses who may have observed or heard something.” In January, Hobbs expressed his commitment to conducting a thorough investigation and assured that the team is working diligently to deliver the best results possible.

Speaks is scheduled to appear in court on July 17th as reported by 5NewsOnline News.
