Man Molested 10-year-old while Living with Victim’s Family in Virginia; Facing Charges: Police

A 40-year-old man has admitted guilt to seven serious charges of child sexual abuse related to a Norfolk child under 10 years old, occurring between 2019 and 2020.

On Tuesday, Jamal D’Angelo Jackson reached a plea agreement concerning cases in Maryland and Washington D.C. related to similar offenses committed between 2015 and 2017, as well as in 2020.

Legal filings reveal that Jackson met the family of the Norfolk victim in 2013 during his time in Maryland. He developed a strong bond with the family and stayed with them intermittently until July 2020.

In October 2020, the victim disclosed Jackson’s abuse during a police forensic interview. Shortly thereafter, authorities in Maryland made an arrest related to his pending charges, and in January 2022, he was extradited to Virginia to address the charges stemming from his actions in Norfolk.

Norfolk police have charged Jackson with multiple offenses, including aggravated sexual battery of a child, taking indecent liberties with a child, and sodomy of a child.

In December 2022, the victim reported further instances of abuse, leading prosecutors to obtain direct indictments for three more counts of sodomy against Jackson.

“Mr. Jackson abused the innocence of a child for his own gratification, and he abused the trust of the child’s family by pretending to be someone there to help, not harm,” said Commonwealth’s Attorney Ramin Fatehi. “Mr. Jackson’s guilty plea here is the product of teamwork among three jurisdictions, and the sentence that we seek in Norfolk will reflect the gravity of Mr. Jackson’s crimes as a whole.”

State prosecutors in Maryland and federal prosecutors in Washington D.C. have agreed to dismiss pending charges in exchange for his guilty pleas in Norfolk, which included details from those other charges.
