Two Women Found Dismembered in Storage Units; Man Suspected after Victim’s Father Reported His Daughter Missing in Minnesota

Honk News – (St. Paul, MN) – A man from Minnesota admitted guilt on Thursday for the murder and dismemberment of two women, whose remains were discovered in separate storage units.

Joseph Steven Jorgenson, 41, from Woodbury, is set to receive his sentence on Feb. 28, following a plea agreement. He faces two consecutive 40-year terms for the fatalities of Manijeh Starren in 2023 and Fanta Xayavong in 2021, according to prosecutors.

The highest penalty allowed by Minnesota law for each count of intentional second-degree murder is being enforced. He will serve them at the same time. In Minnesota, individuals facing charges generally spend two-thirds of their time incarcerated and one-third under supervision after their release.

“These heinous acts of cruelty took the lives of two young women and forever altered the future of their friends and family,” Ramsey County Attorney John Choi said in a statement.

Following a missing person report filed by Starren’s father in April 2023, authorities initiated an investigation. He informed the authorities that she faced difficulties related to her mental well-being and substance use, and that she had failed to make her usual check-in that day. Information gathered from her residence, security footage, and her online and financial activities prompted law enforcement to identify Jorgenson as the main suspect.

Authorities revealed that keys found in Jorgenson’s residence directed investigators to a storage unit in Woodbury, where they discovered Starren’s dismembered remains in two distinct coolers along with a sizable bag.

In the course of the investigation, officials discovered evidence pointing to a second victim, Xayavong, who had a relationship with Jorgensen in 2021. Authorities discovered her remains in an isolated storage unit in Coon Rapids.
