Maryland Man Arrested by Authorities; Recorded Explicit Video on Skype as Minor Forced to Engage in Inappropriate Activities

A man from Maryland has been sentenced to 17 years in prison for the crime of coercion and enticement of a minor.

Based on court documents, it has been revealed that Paul Francis Blaisse, 65, from Walkersville, participated in live video chats on the internet with underage children involved in sexually explicit activities. Blaisse has been found guilty of sending a staggering number of messages to numerous individuals on video chat platforms.

These individuals were involved in offering access to minors through webcam. During these conversations, Blaisse openly discussed his disturbing attraction to children and shared explicit material involving child sexual abuse.

The Frederick County, Maryland, Sheriff’s Office was able to identify Blaisse thanks to a CyberTip they received from the National Center for Missing and Exploited Children. The tip indicated that someone at Blaisse’s residence had uploaded CSAM to a video chat account using an IP address associated with them.

In October 2018, Blaisse utilized Skype, an online video chat application, to persuade a minor child in the Philippines to participate in sexually explicit behavior. Blaisse utilized screen recording software to develop CSAM. Blaisse’s Skype records indicate that they engaged in communication with an adult from the Philippines.

This individual facilitated a video chat between Blaisse and a minor child. An FBI investigation involved interviewing a minor child who revealed that they were paid to perform a sexually explicit show on Skype for an individual from another country.

Furthermore, Blaisse’s electronic devices were found to contain numerous images and videos depicting the horrific sexual abuse of children, including young minors who had not yet reached puberty.

Blaisse was also sentenced to a lifetime of supervised release and was ordered to pay over $83,000 in restitution to his victims. Following his release from prison, Blaisse will need to comply with the Sex Offender Registration and Notification Act (SORNA) by registering as a sex offender in the locations where he lives, works, and studies.
