The discovery of an unclothed kid led to the arrest of a Grand Island lady on charges of child abuse and neglect.
The Grand Island Police Department reported that two separate incidents occurred at the Riverbend Apartments involving an unattended juvenile.
The first call failed to lead authorities to the youngster, but the second one led them to a certain residence.
According to the person making the report, the youngster was unclothed when he was nearly struck by a car.
When police arrived at the residence, they spoke with Jessica Cisse, who identified the youngster as her son. There was another little girl in the apartment, too—just one year old.
The apartment was in a complete mess when the officers arrived to talk with Cisse. After the incident, Cisse allegedly remarked that the child was to blame for the mess.
Despite Cisse’s assertion that she had been screaming at her kid to come inside, she informed authorities that he was outside. On the other hand, a neighbor claims they never heard Cisse call out to him or saw him outside.
How much time the youngster spent outdoors unattended remains a mystery.
Both children were filed with Child Protective Service and placed on a 48-hour hold because of the home’s condition.
The Hall County Department of Corrections would book Cisse into their custody after an arrest for willful and negligent child abuse.
