Indiana Police Sergeant Arrested after Tip Revealed He Downloaded Child Sexual Abuse Material

A former IMPD sergeant, previously praised for his bravery and honored with a Medal of Valor, has recently been taken into custody following an investigation into the alleged sharing of child sexual abuse material online.

IMPD Sergeant Javed Richards is facing 12 counts of child exploitation, all of which are Level 4 felonies.

IMPD reported that the investigation was conducted by detectives from the Internet Crime Against Children Unit. It was initiated after a cyber tip was submitted to the National Center of Missing and Exploited Children. An alarming incident has come to light involving the uploading and/or downloading of explicit material involving minors.

Upon discovering that the suspect could potentially be an IMPD officer, investigators promptly informed the IMPD’s Special Investigation Unit, who then collaborated on the case.

Richards was apprehended on Monday.

Richards, a 12-year veteran of IMPD, has primarily served in the Internal Affairs Unit, where he conducted investigations into officers suspected of criminal activity. Now, Richards is currently being investigated by Internal Affairs.

Richards has received numerous accolades for his exceptional acts of bravery throughout his career. In 2016, Richards received recognition from the Indiana State Police for his quick response in assisting a crash victim and potentially saving their life.

In 2015, Richards received recognition for his bravery and sacrifice during a gun battle on the city’s east side, where he was wounded. He was honored with the Medal of Valor and the Purple Heart.

“I am profoundly shocked and disturbed by the allegations involving an IMPD officer. His alleged actions constitute a betrayal of the sacred oath we take to protect and serve our community,” stated IMPD Chief Chris Bailey.

“These actions do not reflect the character of the brave men and women who serve Indianapolis with integrity and dedication every day,” Bailey continued.

Upon his arrest, Richards was suspended from the Department by Bailey. A recommendation for termination has also been submitted to the IMPD Civilian Police Merit Board.
