Illegal Immigrant Molested Child in His Native Country; Deported 5th Time after Busted Living in Texas

Honk News (Houston, TX) – A Mexican national residing in Houston has been repatriated by U.S. Immigration and Customs Enforcement (ICE) in Texas, facing charges for child rape in his home country.

ICE announced that 58-year-old Nestor Flores Encarnacion, who is undocumented, was returned to Mexico on Thursday.

Flores, sought in Veracruz, Mexico, for the sexual assault of a minor, crossed into the U.S. unlawfully on four occasions.

On Thursday, officers from ICE took Flores to the Juarez-Lincoln Bridge in Laredo, Texas, where he was handed over to Mexican authorities.

“A foreign fugitive has audaciously crossed into the U.S. on four distinct occasions, flouting our nation’s laws to escape prosecution in Mexico for the alleged rape of a child,” stated Bret A. Bradford, Director of ICE Enforcement and Removal Operations (ERO) Houston Field Office. “Individuals with serious criminal backgrounds, including those charged with horrific acts such as child sexual assault, will not be able to escape justice in Southeast Texas.”

ICE reports that Flores crossed into the U.S. without authorization on February 16, 2002, close to Roma, Texas, and was apprehended by U.S. Border Patrol the following day, leading to his return to Mexico.

However, he came back to the U.S. shortly after, on February 20, 2002, and then again just two days later, on February 22. On both occasions, ICE reported that he was apprehended by Border Patrol agents and chose to return to Mexico on the same day.

Flores has re-entered the country for a fourth time, with both the location and date remaining undisclosed.

On August 23, 2024, officers from ERO Houston took Flores into custody at a home in Houston after being alerted to his possible presence in the area.

Authorities in Houston were informed that Flores is a wanted individual in Mexico for charges related to sexual assault.

Following his arrest, Flores entered immigration proceedings and received a voluntary departure order from an immigration judge with the Justice Department on December 19, 2024.

“Our immigration officers are dedicated to diligently identifying and detaining individuals in the Houston area who pose risks to public safety, national security, and border integrity. They will continue their efforts until these individuals are returned to their home countries and no longer present a danger to the community,” Bradford stated.
