On Friday, a Moberly daycare operator was accused of four charges of child abuse.
Naomi Hess has an arrest warrant out for her. On Tuesday afternoon, Hess was not present on the Randolph County Jail roster. No court date has been scheduled.
According to the statement, a witness also told police that a child had been smacked on the back.
The probable cause statement claims video showed Hess:
- Putting her legs on top of a child who was moving and crying;
- Pulling a child’s legs from under them in order to get them to lie down;
- Grabbing a child’s arm and pushing them down;
- Separating a child from the rest of the group, among other things.
Hess apparently admitted to several of the incidents detailed in the probable cause statement when questioned by police on August 22. She also allegedly stated that she shouldn’t have done several of those things.
According to the statement, she said that the slap she gave one of the kids on the back wasn’t deliberate. According to the statement, Hess further claimed that the mother of the child she placed her legs on was aware that she was restraining them.
According to court records, Hess gave the Missouri Department of Elementary and Secondary Education her childcare license freely.
