A guidance counselor from District Three turned herself into the Spartanburg County Sheriff’s Office after being charged with failing to report child abuse or neglect that happened in 2021.
The Sheriff’s Office said that between August 2021 and February 2024, a student at Clifdale Elementary School was sexually attacked by another student. This happened on February 7, 2024.
According to the deputies, the student told Joy Allen, a 61-year-old guidance assistant at Clifdale Middle School, about what happened twice. Allen did not tell the Department of Social Services (DSS) or the police about the event, though she was supposed to.

Officials say that the student eventually told a School Resource Officer about what happened. More research showed that the student had been to the Children’s Advocacy Center, where the sexual assault was proven. Deputies say Allen was also told, but she said it was too late to do anything about it.
Allen was questioned by the sheriff’s office on April 24, 2024 as reported by Fox Carolina. She admitted that she had not reported the crime and said she did not think she had broken any rules. But her records show that she has gone to several required trainings as a reporter over the course of her work, officials said.
