A man from Beaver County has been apprehended on local child abuse and sexual assault charges after being found at a Super 8 motel in Maryland on Friday morning.
A recent report from the Fredrick County Sheriff’s Office states that an arrest took place in the early hours of August 2nd. The suspect engaged in a standoff with police officers at a motel, where he was eventually apprehended.
Upon confirming the presence of the suspect in the rented room and establishing communication, authorities reported that the suspect refused to exit and claimed to be armed.
The suspect in question has been identified as Jack Edgar Primmer, a 45-year-old resident of Freedom. This information was shared by the Beaver Valley Regional Police Department on their social media platform on Friday.
A warrant was issued for Primmer Thursday following the discovery by local police that Primmer had allegedly engaged in inappropriate behavior with a 13-year-old boy and possessed multiple videos containing child pornography on a computer in his residence.
According to the police affidavit filed in Beaver County, local officers have reported that Primmer was involved in multiple sexual situations with a boy, who happened to be the mother’s partner.
According to interviews with the family, the mother and sister of the victim witnessed incidents of sexual contact, as reported by the police. The victim’s sister informed another adult about the incident, who then reported the abuse to the police.
During an interview with the victim’s sister, she informed officers that her brother was discovered in a compromising situation with Primmer by their mother in August 2023.

A couple of weeks prior to this incident, the sister had mentioned discovering a laptop containing inappropriate content involving children. However, she was reprimanded by their mother for using the computer and the device was concealed in the attic, secured with a padlock.
During separate interviews, the victim provided additional information about another incident involving Primmer using a male sex toy on him. The victim’s mother later informed the officers that she had witnessed this particular incident in August 2022, shortly before Primmer was involved in a car accident.
During an incident in Maryland, officers in Fredrick City encountered Primmer, a man from Beaver County. The situation became more intense when Primmer barricaded the door, leading to shots being fired.
The confrontation concluded with Primmer being injured by law enforcement, necessitating the aid of EMS personnel. After being transported to Baltimore for medical care, he continues to be in critical condition as of Friday afternoon.
