Honk News – A US Border Patrol agent has acknowledged to forcing numerous migrant women to expose their breasts while processing their paperwork for entry into the country in 2023.
Shane Millan, 53, pled guilty to two charges of deprivation of rights under color of law, according to a statement released last week by the United States Attorney’s Office for the Northern District of New York.
Millan was stationed on Wellesley Island in northern New York State at the time of the crime, and he was responsible for electronically screening immigrants crossing the southern border into the United States.
In August 2023, when processing one migrant woman’s application during a virtual meeting, he falsely claimed her paperwork showed she had a tattoo on her chest, according to a plea bargain shared by PEOPLE.
When the woman, known only as P.L.R in court filings, said she didn’t have a tattoo, Millan forced her to expose her chest.
She “lifted her shirt and bra, and exposed her bare breasts” to Millan via webcam, with her 1-year-old daughter next to her. Toward the end of the procedure, Millan asked her to display her chest again to “reconfirm she did not have any tattoos,” according to the plea deal.

When she declined, he stated that he would not sign the paperwork until he was certain there was no tattoo. She then displayed her breasts on the webcam again.
Around two weeks later, on August 25, Millan was practically processing the paperwork of another woman, identified as A.P.G., who was in the room with her husband and child.
Millan escorted the husband and child out of the room and directed A.P.G. to open her top and bra after she had previously told him about the tattoo she had around her collarbone and shown him.
She lifted her bra and showed her breasts on the camera, then repeated it at the end of the interview to comply with his requests. According to the plea bargain, Millan instructed numerous women to do the same in August 2023.
He also looked for Spanish versions of how to order the women to show their breasts under the plea deal. The translations included language like “I will need you to lift your shirt and bra, too, please” and “Can you lift it higher, please?”
Millan’s actions violated US Customs and Border Protection protocol, which bans agents from participating in “voyeurism” during such processing and requires them to obtain supervisory consent for strip searches, according to the agreement.
Millan is due to be sentenced on July 5 and faces up to two years in jail and a $200,000 fine, according to a statement from the US Attorney’s Office.
