A man faces charges related to a vicious dog attack that took place on April 10, 2023, as revealed in court documents.
Cesar L. Mendoza, 59, allegedly had a dog recognized for its dangerous nature, with a track record of unprovoked attacks in public areas, and it was not adequately restrained during the incident.
A regular walker in the area was assaulted by two pit bulls at the intersection of 3800 Corto Street. Observers reported that the canines were blue pit bulls. A witness observed the woman under attack and took action by driving his truck toward the dogs to frighten them away. A witness discovered the wounded woman lying on the ground close to 7106 Bleker Street.
A witness reported that the dogs returned to the homeowner’s property after being driven away. Even though they were contained within the enclosure, the animals had previously found a way to break free, resulting in the incident.
The individual sustained serious injuries, with bites on her right arm and above the left ankle. She was quickly taken to the trauma center at Memorial Hermann Hospital, where she had several surgeries, including skin grafts and significant stitching. After spending two weeks in the hospital, she was finally discharged on April 24, 2023.
The individual recounted to authorities that the dogs pulled her along for about 15 minutes until two men came to her aid.
Animal control officers from BARC assessed the situation and spoke with Mendoza. He acknowledged that the female dog involved in the incident was his, but claimed that the male dog was a stray. Mendoza admitted to providing food for the stray and permitting it to reside on his land. He acknowledged his inability to manage or contain the animals, which often dashed away in a group of five.
Residents confirmed the victim’s story, recognizing Mendoza as the dogs’ owner. Concerns have been raised about the recurring problems of dogs getting loose and threatening the safety of the neighborhood. A local resident pointed out that Mendoza was aware of the situation yet permitted the animals to wander freely, even after numerous complaints.
The neighbor voiced concerns regarding the well-being of their elderly mother and young children residing in the house.
