A 28-year-old man from Beloit has been released on a $1,000 signature bond following allegations from local police that he knelt on the neck of a 10-year-old child until the child lost consciousness.
Douglas Eric Wagner II faces charges in Rock County Court for the physical abuse of a child, specifically for recklessly causing bodily harm.
A criminal complaint reveals that on November 17th, a child was enjoying playtime with Hot Wheels at a residence in Beloit when Wagner allegedly threw the toy cars, resulting in damage to the track. He forcefully seized the child by his shirt and slammed him to the ground, subsequently kneeling on his neck.
The young victim reported to authorities that after he lost consciousness, Wagner resumed playing video games.
Staff at the University of Wisconsin Children’s Hospital confirmed that the victim’s injuries were consistent with their description of the attack.
Wagner is scheduled to return to Rock County Court for his preliminary hearing on December 17th.
