Wisconsin Cop Brutally Strangled Child; Plea Deal Reached in Child Abuse Case: Court Records

A plea deal was reached on Friday, July 12, by the Milwaukee police officer who was accused of felony child abuse, strangulation, and suffocation.

Frank Williams, aged 30, has admitted to three misdemeanor counts of disorderly conduct. The previous charges, to which he had pleaded not guilty, have been dropped.

According to public records, Williams has served as an officer with the Milwaukee Police Department for over seven years. According to MPD, he is still under full suspension.

In January, Milwaukee police were called to Children’s Wisconsin in response to a child abuse complaint, as stated in a criminal complaint. A sergeant interviewed the child, who was the victim, in the emergency room at the hospital.

According to the complaint, the child reported that Williams used a belt to discipline them, which caused bruising on their left thigh. The sergeant noted the presence of several brown and reddish bruises on the child’s left thigh.

On Jan. 18, the following day, a forensic interview of the child took place at the Racine Child Advocacy Center. A child informed an investigator that Williams had physically disciplined them for not taking a nap as instructed, resulting in a thorough “whooping” all over their body.

Based on the criminal complaint, the child reported that Williams used physical force, including hitting them with a belt and choking them by placing his hands around their throat. The child mentioned that this wasn’t the first occurrence of such an event.
