Nate Baber, representing the anonymous alleged victim, stated that his client accuses Sgt. Ryan Moan of the Manchester Police Department of multiple instances of sexual assault occurring from late last summer until November, when he was put on leave.
The individual involved is now 18 years old, having been 17 during the incidents in question. Baber mentioned her involvement in the high school’s police explorers program designed for students with an interest in law enforcement.
“She was initially concerned that speaking out about it would prevent others from trusting law enforcement. In fact, Sgt. Moan, he suggested that if she told anyone, it might ruin her chances of being in law enforcement in the future,” Baber said. “She saw law enforcement as an opportunity for her to give back, and obviously that was taken advantage of quite dramatically.”
The incidents reportedly occurred in Moan’s police vehicle as well as in his office at the high school.
On December 6, 2024, Moan was taken into custody on multiple charges, and subsequently, tragically took his own life near a boat launch in Vernon.

Upon Moan’s initial arrest, a joint statement from Matt Geary, the superintendent of schools, and Steve Stephanou, the town manager, clarified that the charges were unrelated to any students from Manchester.
On Friday, another statement was issued to families, indicating that allegations of sexual misconduct by Sgt. Moan had been received, involving at least one MPS student, along with information suggesting there may be additional student victims.
The town and district committed to reassessing their policies to ensure this situation does not recur.
Baber is preparing to take legal action against the town, claiming that numerous individuals were aware of the situation and played a role in it.
