PHILADELPHIA, Pa. – Authorities have arrested a 36-year-old Philadelphia man accused of carrying out a random and unprovoked assault in Center City over Halloween weekend that left a young man hospitalized with a broken jaw.
According to the Philadelphia Police Department, Jose Luis Garcia was taken into custody Friday and charged with aggravated assault, simple assault, and recklessly endangering another person in connection with the attack.
Random Assault on Chestnut Street
Police say the assault occurred around midnight on November 1 along the 600 block of Chestnut Street. The victim, 22-year-old Tommy Finley, told investigators that he was walking back to his hotel with his girlfriend, Bella Carlucci, when Garcia suddenly turned and punched him in the face without warning.
“He was walking along the side of the road with us, completely unbothered,” Finley told Action News last week. “At some point, he turned around and started walking by us. I didn’t think anything of it, and before I knew it, he took a step toward me and sucker-punched me without saying a word.”
The impact fractured both sides of Finley’s jaw, sending him to the hospital, where he spent two and a half days recovering.
Victim Recovers, Calls Attack “Completely Unprovoked”
Doctors confirmed that Finley suffered serious facial fractures that required stabilization, though he is now recovering at home. The motive for the attack remains unclear, and police have described it as “completely unprovoked.”
“Who knows what he could’ve done,” said Carlucci, recalling the terrifying moment. “We’re both so lucky that it wasn’t a gun or a knife.”
The assault, captured by nearby surveillance cameras, led to a citywide search for the suspect. Investigators said community tips and coordinated patrol work helped identify Garcia as the attacker.
Charges Filed and Investigation Continues
Garcia now faces multiple felony charges and is being held pending a preliminary hearing. Authorities say additional evidence, including witness statements and surveillance footage, will be presented in court.
The attack drew public outrage, with residents and city officials calling for increased police presence in Center City, especially on weekends when foot traffic is high.
“These kinds of senseless attacks have no place in our city,” a police spokesperson said. “We’re grateful to the witnesses and officers who helped bring the suspect into custody quickly.”
