Off-Duty Las Vegas Officer, Wife Fatally Shoot Man Assaulting Woman in Boulder City

LAS VEGAS — An off-duty Metro police officer and his wife shot and killed a man in their front yard in Boulder City after they said they saw the man choking a woman. The woman told the cops that she believed the man was going to kill her.

The killing happened just after 9:30 a.m. on Friday, Jan. 24 in the 700 block of 6th Street in Boulder City, LVMPD Capt. Kurt McKenzie said last week.

The department named the cop Cesar Ibarra, who is 48 years old. Officer Ibarra has been working with LVMPD since 2005 and is currently on paid administrative leave. Ibarra fired two shots during the incident. The police did not reveal how many shots his wife fired.

The Boulder City cops got a call from an open line on 6th Street in the 800 block. On Tuesday, Assistant Sheriff Jamie Prosser said that dispatchers heard what sounded like fights in the background.

A woman said her husband had a gun in front of their house. Soon after she said that, gunshots were heard.

BCP officers came and helped a 45-year-old man named Jeremiah Boshard. Medical workers declared him dead at the location.

Officer Ibarra told BCP police that he heard noise coming from a neighbor’s backyard. Ibarra said he saw Boshard trying to pull a clothesline out of the ground. Then he saw Boshard body slam a woman to the ground, get on top of her, and hit her in the face, according to Prosser.

The girl had several cuts on her head, swelling in her face, cut and bruised lips, and marks on her neck from being strangled.

Ibarra asked his wife to call the cops while he went to the backyard to break up the fight between Boshard and the victim. Ibarra managed to get the victim to a chair in front of his house, but Boshard chased after him, and the two started to fight, according to Prosser.

Boshard hit Ibarra’s head against a car in the driveway, according to Prosser. Boshard managed to wrap his arm around Ibarra’s neck while Ibarra’s wife reached for a gun.

Ibarra got away from Boshard and took out his gun. He said he was a police officer and told Boshard multiple times to lie on the ground and move back.

Even though he was told not to, Boshard moved closer to the victim, which made both Ibarra and his wife shoot at him.

If Boshard had lived, he would have faced these charges:

One attempt to kill someone.

One charge of hitting someone who has special protection.

The victim told the cops that she thought Boshard would kill her if no one helped.

Ibarra was not working when the shooting happened, but since he said he was a police officer and acted like one, the LVMPD is treating it as an officer-involved killing.

This was the first shooting involving a cop from the LVMPD in 2025. As of this time in 2024, there have been no killings involving officers in the department.
