North Carolina Principal Arrested after Child Escaped from Foster Care and Revealed Molestation to Police

Honk News – A former principal who has taken on the role of a foster parent is confronting numerous allegations of child abuse, as several victims have stepped forward to disclose sexual assaults that occurred in his residence, as reported by authorities in North Carolina.

In August, a foster child escaped from Paul Nelson Locklear’s residence in Pembroke, as reported by the Robeson County Sheriff’s Office in a release dated Dec. 21. Pembroke is located approximately 100 miles to the southwest of Raleigh.

“A juvenile who was placed in the suspect’s foster care ran away … and contacted the Robeson County Sheriff’s Office. Information received led to allegations of unlawful sexual activity, and the discovery of additional victims and allegations dating back to 2022,” the sheriff’s office said.

At 53 years old, Locklear has transitioned from being a principal in Robeson County to teaching at Darlington County Public Schools in South Carolina, according to officials.

Darlington County Public Schools released a statement indicating that Locklear was employed at Darlington Middle School until district officials became aware of the allegations.

“That individual is no longer employed by the school district. DCSD will cooperate fully with Robeson County law enforcement in their investigations. Please direct all further inquiries to the Robeson County Sheriff’s Office,” a school district official told McClatchy News.

Authorities apprehended Locklear in nearby Columbus County, with his bond established at $2 million, according to the sheriff’s office. He faces charges of:
  • One charge of inappropriate conduct by a temporary guardian
  • Allegations of an attempt at inappropriate conduct by a temporary guardian
  • Three charges of inappropriate conduct involving a minor
  • Allegation of a sexual act involving child abuse
  • Nine charges related to offenses against the environment
  • Four charges of misdemeanor sexual battery

He held the position of principal at St. Pauls Middle School in Robeson County until 2021, according to reports from the Robesonian.
