Former School Employee Molested Teen Girl; Reportedly Came into Contact with 103 Students; Arrested in Oklahoma

Honk News (Tulsa, OK) – A former counselor from Tulsa Public Schools has been taken into custody following accusations of molesting a girl during his tenure nearly a decade ago.

This week, Felipe Pineida Oyarzo was taken into custody at his residence in Broken Arrow, facing charges of lewd molestation dating back to 2014.

Authorities suspect that the reported incident of inappropriate behavior occurred between 2014 and 2015 during his tenure at Tulsa Public Schools. Nonetheless, legal filings reveal that additional allegations against him extend back to 2004.

A five-page document from the Tulsa Police Department (TPD) outlines the testimony of an alleged victim, who has since reached adulthood.

The affidavit reveals that she initially informed the authorities about the crime in 2022. At the age of 13, she reported to authorities that Oyarzo, her counselor, had sexually abused her in his office at her school.

The affidavit reveals that the victim reported Oyarzo allegedly “rubbing her inner thigh,” “touching her butt,” and sending her “sexual anime images.”

The individual mentioned that he would inquire once she reached adulthood and requested her to keep their messages confidential. The statement indicated that she presented those messages to law enforcement as proof.

Oyarzo served as a counselor at TPS for nearly a year. During that period, TPD guided 103 middle school students.

Nonetheless, he failed to document any records for the counseling services provided to the reported victim. As stated in the affidavit, law enforcement spoke with multiple individuals who sought counseling from Oyarzo in 2014.

They also disclosed comparable “unacceptable” conduct from him.

The document subsequently references reports from the Department of Human Services dating back to 2004.

Allegations have surfaced that he impregnated a 14-year-old girl from his church. The document revealed that Oyarzo and the 14-year-old girl departed the state and entered into marriage soon after.

Nonetheless, the DHS report concluded with “no findings” due to Oyarzo’s “lack of cooperation.”

Upon the announcement of the recent allegations against Oyarzo, law enforcement reported that he appeared taken aback, asserting that he had never faced such accusations previously and suggested that there must have been some misunderstanding during his tenure with TPS.

Currently, Oyarzo is not under any charges related to the 2004 case. He is currently dealing with allegations related to his time as a school counselor at TPS.

FOX23 contacted TPS, and they issued the following statement:

“We expect all individuals involved with Tulsa students and families to uphold the highest standards, ensuring that the adults in our facilities act as outstanding role models for our youth,” TPS stated. “We are fully engaged with the authorities regarding their investigation of the individual involved, and we will maintain our cooperation moving forward.”

Oyarzo is scheduled to return to court for his arraignment on Tuesday.
