Honk News (Fairmont, WV) – A man from Fairmont is facing legal action after Fairmont Police Department detectives received information that he sexually abused a six-year-old girl in 2024.
A criminal complaint states that on February 19, 2025, detectives held a forensic interview with the child, who revealed that 36-year-old Cody James Offen of Fairmont had touched her “private area” while she was “playing with her toys on the bedroom floor at her home.”
Investigators believe the abuse took place during the summer of 2024, likely in July. An arrest warrant for Offen was issued on March 13, 2025.
He has been charged with sexual abuse by a parent, guardian, or custodian and is currently detained at the North Central Regional Jail.
A man and woman from Wisconsin have been apprehended following a report suggesting that the man possibly breached his sex offender restrictions.
Reports from the Racine County Sheriff’s Office indicate that Paul Shelton was allegedly observed recording children at a nearby elementary school. Authorities have verified that he was unauthorized to be on school property and breached both his sex offender requirements and bond stipulations.
On March 13, law enforcement officials carried out a search warrant at Shelton’s home, resulting in his arrest. His partner, Dana Kozeluh, was also taken into custody for failing to appear in court. Child Protective Services in Racine County played a role in finding a suitable arrangement for the couple’s children.
